- Редакция осуществляет первичное рассмотрение материалов на предмет их соответствия тематике журнала и установленным требованиям оформления. В случае соответствия статьи предъявляемым требованиям и тематике журнала, статья регистрируется в реестре поступающих статей. В ином случае, статьи к дальнейшей экспертизе не допускаются / The editorial board carries out the initial review of materials for their compliance with the subject of the journal and the established design requirements. - Представленная автором (авторами) рукопись передается редакцией на основании решения главного редактора (заместителя главного редактора) журнала на экспертную оценку рецензенту, курирующему соответствующее направление науки. Дополнительное рецензирование может быть назначено в случае междисциплинарного или дискуссионного характера статьи. Редакция журнала проверяет все статьи через систему «Антиплагиат». При оригинальности текста ниже 75% статья направляется автору на доработку с соответствующим обоснованием / The manuscript submitted by the author(s) is submitted by the editorial board on the basis of the decision of the editor-in-chief (deputy editor-in-chief) of the journal for expert evaluation to the reviewer in charge of the relevant field of science. Additional review may be assigned in case of interdisciplinary or debatable nature of the article. The editorial board checks all articles through the «antiplagiat.ru» system. If the originality of the text is below 75%, the article is sent to the author for revision with appropriate justification

- Рецензирование научных статей осуществляется по принципу анонимного рецензирования: рукопись передается рецензенту без указания фамилий авторов или иных сведений, позволяющих идентифицировать авторов / Peer review of scientific articles is carried out on the principle of anonymous peer review: the manuscript is submitted to the reviewer without specifying the names of the authors or other information that allows identifying the authors
- Рецензент уведомляется о том, что переданная ему рукопись является частной собственностью автора (авторов). Рецензенту не разрешается копировать рукопись с целью использования материала для собственных нужд или передачи третьему лицу / The reviewer is notified that the manuscript submitted to him is the private property of the author(s). The reviewer is not allowed to copy the manuscript for the purpose of using the material for his own needs or transferring it to a third party
- Срок рецензирования рукописи составляет не более 10 рабочих дней с момента поступления рукописи к рецензенту / The term of reviewing the manuscript is no more than 10 working days from the date of receipt of the manuscript to the reviewer
- Рецензент может дать три типа рекомендаций относительно статьи: рекомендовать к печати, не рекомендовать к печати, рекомендовать к печати после устранения замечаний. Если статья не рекомендована к печати, необходимо дать аргументированное критическое заключение. Если статья рекомендована после устранения замечаний – внести замечания для доработки статьи, а также обозначить необходимость последующей проверки рецензентом / The reviewer can give three types of recommendations regarding the article: recommend for printing, do not recommend for printing, recommend for printing after removing the comments. If the article is not recommended for publication, it is necessary to give a reasoned critical conclusion. Если рецензент указал на необходимость внесения изменений в рукопись, автор может частично или полностью согласиться с мнением рецензента, переработать статью, и повторно представить рукопись / If the reviewer has indicated the need to make changes to the manuscript, the author may partially or completely agree with the reviewer’s opinion, revise the article, and resubmit the manuscript
Если автор не согласен с замечаниями рецензента, он должен представить редакции аргументированный ответ на замечания и указать, что настаивает на первоначальном варианте. Спорные случаи рассматриваются редакционной коллегией / If the author does not agree with the reviewer’s comments, he must provide the editorial board with a reasoned response to the comments and indicate that he insists on the original version. Controversial cases are considered by the editorial board
Автор может также отозвать свою статью из журнала / The author can also withdraw his article from the journal
О любом принятом решении автор должен сообщить редакции / The author must inform the editorial board about any decision made
Вторая отрицательная рецензия на статью является основанием окончательного отклонения статьи / The second negative review of the article is the basis for the final rejection of the article

8.1. Рецензия должна содержать квалифицированный анализ материала рукописи, объективную аргументированную его оценку и обоснованные рекомендации / The review should contain a qualified analysis of the manuscript material, an objective reasoned assessment of it and reasonable recommendations
8.2. В рецензии особое внимание необходимо уделяется следующим вопросам / In the review, special attention should be paid to the following issues:
– общий анализ научного уровня, терминологии, структуры и стиля статьи, актуальности темы / general analysis of the scientific level, terminology, structure and style of the article, relevance of the topic
– научность изложения, соответствие использованных автором методов, методик, рекомендаций и результатов исследований современным достижениям науки и практики / scientific presentation, compliance of the methods, techniques, recommendations and research results used by the author with modern achievements of science and practice
– целесообразность объема рукописи в целом и отдельных ее элементов (текста, таблиц, иллюстративного материала, библиографических ссылок). Целесообразность использования в статье таблиц, иллюстративного материала и их соответствие излагаемой теме / the expediency of the volume of the manuscript as a whole and its individual elements (text, tables, illustrative material, bibliographic references). The expediency of using tables, illustrative material in the article and their correspondence to the topic being presented
– место рецензируемой статьи среди других работ подобной тематики: новизна, степень оригинальности или дублирования работ других авторов либо ранних статей того же автора (как в целом, так и частично) / the place of the reviewed article among other works of a similar subject: novelty, degree of originality or duplication of works by other authors or early articles by the same author (both in whole and in part)
– соответствие названия, ключевых слов, аннотации содержанию статьи / correspondence of the title, keywords, annotation to the content of the article
– допущенные автором неточности и ошибки / inaccuracies and mistakes made by the author
- Решение об опубликовании рукописи принимается редакционной коллегией и утверждается главным редактором (заместителем главного редактора) / The decision to publish the manuscript is made by the editorial board and approved by the editor-in-chief (Deputy editor-in-chief)
- Не допускаются к публикации / Not allowed for publication:
а) статьи, не оформленные должным образом, авторы которых отказываются от технической доработки статей / articles that are not properly designed, the authors of which refuse to technically refine the articles
б) статьи, авторы которых не реагируют на конструктивные замечания рецензента их реализацией или опровержением / articles whose authors do not respond to the constructive comments of the reviewer by their implementation or refutation
в) статьи, не содержащие новой информации или не имеющие отношения к научной деятельности / articles that do not contain new information or are not related to scientific activity
- Редакция издания направляет авторам представленных материалов копии рецензий или мотивированный отказ, а также обязуется направлять копии рецензий в Министерство образования и науки Российской Федерации при поступлении в редакцию издания соответствующего запроса / The editorial board of the publication sends copies of reviews or a reasoned refusal to the authors of the submitted materials, and also undertakes to send copies of reviews to the Ministry of Education and Science of the Russian Federation when the corresponding request is received by the editorial office of the publication
- Рукописи авторам не возвращаются / Manuscripts are not returned to the authors
- Оригиналы рецензий хранятся в редакции журнала в течение пяти лет с момента их подписания рецензентом / The original reviews are kept in the editorial office of the journal for five years from the date of their signing by the reviewer
Редакция осуществляет рецензирование всех поступающих в редакцию материалов, соответствующих ее тематике, с целью их экспертной оценки. Все рецензенты являются признанными специалистами по тематике рецензируемых материалов. Рецензии хранятся в издательстве и в редакции рецензируемого научного издания в течение 5 лет / The editorial board reviews all materials received by the editorial board that correspond to its subject matter for the purpose of their expert evaluation. All reviewers are recognized experts on the subject of peer-reviewed materials. The reviews are kept in the publishing house and in the editorial office of the peer-reviewed scientific publication for 5 years
- Авторы рукописи несут ответственность за достоверность результатов проведенных исследований, подбор и точность приведенных фактов, цитат, статистических данных и прочих сведений. Заведомо ошибочные или сфальсифицированные утверждения неприемлемы. Авторы должны гарантировать, что результаты исследования, изложенные в предоставленной рукописи, полностью оригинальны. Заимствованные фрагменты или утверждения должны быть оформлены с обязательным указанием автора и первоисточника. Чрезмерные заимствования, а также плагиат в любых формах, включая неоформленные цитаты, перефразирование или присвоение прав на результаты чужих исследований, неэтичны и неприемлемы / The authors of the manuscript are responsible for the reliability of the results of the research, the selection and accuracy of the facts, quotations, statistics and other information provided. Knowingly erroneous or falsified statements are unacceptable. The authors must ensure that the research results presented in the submitted manuscript are completely original. The borrowed fragments or statements must be issued with the obligatory indication of the author and the original source. Excessive borrowing, as well as plagiarism in any form, including unformulated quotations, paraphrasing or attribution of rights to the results of other people’s research, are unethical and unacceptable
